Yes, the conduit body does not count in the 360° bends. It is a pull point so it all resets.

If the conductors are #4 and larger and the conduit body does not meet the requirements of 314.28, I would red tag it if it was used to reset the 360° rule.

Sometimes yes and sometimes no. Don gave you the no. For example if you're pulling 4-600 kcmil in a 3.5" EMT then a C conduit body isn't going to work for the 360° rule. It might help you to get the rope in the tubing.
