Call Acme, Hevi-Duty or some other transformer manufacturer. They can easily get you a transformer that will make 380V out of 480V or 240V. It may well even be a stock item.
What they cannot do is change the frequency from 60 Hz to 50 Hz. In most cases, it is not going to matter. I would check with the machinery maker to be sure.
If you must have 380V/50hz, you might be able to run it off a VFD. Again, the machinery maker is going to have to help you a little bit with this situation.
Another option might be to replace the motor. Its probably junk anyway, like many Chinese built machines. I am not sure why, but the machines themselves seem to be pretty well built, but often they put a POS motor on them. One would think that a decent machine with a decent motor would sell better than a decent machine with a crap motor.

<added> the part where I said in most cases it isn't going to matter, may well apply to the voltage as well as the frequency. I realized after I typed it that putting it in with the paragraph about frequency might lead some to think it only referred to the frequency.
