Is you have a 3P4W 480v panel feeding a xfrmr can you feed it with 3W on the primary side and 4W on the secondary side?

Yes, thanks. What does delta/wye exactly mean? Seen it referenced before with transformers. What causes no neutral on the primary side even if it's from a 4W source?

It means the primary is "delta connected" and the secondary is "wye connected"; should be obvious from looking at transformer wiring diagrams.
