3phase wire 1 phase panel

A customer requested a 3 phase circuit, I discovered that he did have 3phase
but only a 1phase panel the high leg is taped in panel. Any suggestion on how to get the 3 phase out of the panel? Looking for something cheap he's a
cheap old fat. I suggested changing panel to three phase. The panel is feed from gutter 100' away not easy to install new conduit for new circuit.

The NEC no longer allows Delta Connected breakers. Tap the conductors and go to a separately mounted 3-pole breaker.

Thanks guys for advise I will see whats cheaper tapping or new panel
