3r Enclosures sealing

I am doing a basement finish on a 1930s house. Service panel was been changed out to 150A 1 year ago. Found numerous violations. No main Grounding Electrode conductor run to main water pipe. #2 Cu feeding line side of meter. 2/0 Al from load side of meter to 150a MB load center .can not verify if there is a ground rod. I can see #6 Cu coming out of bottom of panel. If there is a ground rod, it is buried under concrete patio. 2" offset nipple from meter to panel rand into middle of Panel and did not use factory KOS.

I have heard there is a code / standard that says when you enter a 3r enclosure above the Buss line you have to use a Meyer?s hub / seal the penetrations. Where would I find this code?

Talking with HO found out previous Electrician did not pull permit and possibility he was not licensed. Electrician told HO permit was not required.

Electrician was moonlighting / doing side work around the neighborhood and was taking work away form company he worked for, as this is how the neighbor hired him to do extra work from when he had completed another job for neighbor with company he worked for. HO has called this person twice to have him come back and fix problems. I told HO that if he does hear back from previous electrician to make sure he know he needs a permit and that we have contacted local inspector about problems

I told the HO to call company the Electrician works for and talk to his Boss. This person has been doing lots of side work around the neighborhood this is the HO got Electricians name from.

I am thinking about giving the guys name to the Local inspector.

I called in for service inspection to have the Inspector note the Violations for the record so I am not liable for the violations

If you didn't pull a permit for the service, your name isn't on it. Your permit should be for the basement finish only.

I am getting paid extra to correct problems. and have panel inspected
PUCO requested a permitt be issued so that the meter can be resealed and over head wires permantlly spliced.
I am asking inspector to note existing problems so he is aware that this was an ilegal service change. Oh also Statalite installer mounted Direct TV s=dish right next toPUCO wire dish is even touching wire. HO Is aware that dish needs to be moved. got to love LV installers

if you permit includes correcting the problems, and your permit has it listed, then you're the one who's responsible after you do the work.

Thanks for the code article. we are on o8 code. waht a mess I have taken over.

for those of you that are inspectors wht would your take be on the boot leg panel/ service change form a sidejober. would you take the persons name and take action or since it is been a year since work was done let it slide.
I worry that this guy is still doing side jobs in the neighboorhood and worry some one might get hurt from his lack of safe work.

Since I am just down the road from you, I understand just who you are dealing with.

I have dealt with Aurora inspectors, State inspectors, Denver inspectors... each has an attitude of their own. For me, the State inspector was the worst...

The things I keep coming up with are your liability.

You see, no matter what happens in the future, you are now liable in the HO's eyes. No matter how good you did, and how bad the other guy did, you are now responsible for ANYTHING that happens. And proving otherwise can be very difficult.

Explain all this to the inspector. Bringing them in on your side can be very advantagous. I try to tell the inspector that I am trying to do things right... I pulled the permit, didn't I? I'm reporting the violations, aren't I?

Then I ask the inspector to take 5 minutes to explain it to the HO. In this case, it is a State Employee, taking a 3rd person POV, and telling the HO how his SAFETY is compromised.

Usually the inspector is willing to do so. Many of them have been in similar situations.

When you get the name, let me know. I wanna know if he's doing work down my way!
