3rd floor loft

What spacing requirements for outlets do you use when laying out this part of the house. I've had two inspectors from the same town look at it differently. One says it is a hallway while the other says it is a room. I am leaning more to a hallway seeing that there is no door. There is one bedroom, bath, and storage closet on this floor. Your thoughts.

What will this area be used for?

If it's a hallway, what rooms does it serve?

The ones I've done were wired as if rooms.

'3rd floor loft' really doesn't help to define the space to see if it falls under 210.52(A). My guess is it's one of those touchy-feely things... you just gotta see it (or at least a drawing).
