What article states there can be only 4 circuits in a conduit?
Where did you here this was a rule?
Four two wire circuits would be on the verge of requiring an increase in wire size for smaller conductors for ampacity adjustment but, you can put as many circuits as you want in a conduit as long as you do not exceed raceway fill limits as George mentions.

Jason, Welcome to the Forum.
I would agree with Jumper and say that someone has simply simplified the derating requirements of 310.15(B)(2). Five circuits with separate neutrals (10 ccc) would take you to a 50% derating factor reducing the "normal" 20 amp #12 circuit to 15 amps.
The "4 circuit" rule is over simplified to say the least as it would not necessarily apply to 3 phase circuits or circuits with shared neutrals or every amperage.
From an inspectors standpoint is use a similar rule.. when I count 10 wires in a conduit, I look more closely.
