4 gang meter bank

I'm working on a old trailer park and i need to install. a 4 gang meter bank.When i do the service caculation , it seems the service conductors are to small. I based it on 550.31 16,000va per site ,4 sites is 64,000va with a demand factor at 39% is 24,960/240v is 104 amps ,this just seems to small for 4 -100a trailers,can someone let me know if this sounds right.Thanks
