If you wanted to include the motion type detection, then by use of standard low voltage (12-28 V) alarm type IR sensors the function could be obtained. These are usually powered by a low voltage and have a small isolated mechanical output relay with a SPDT contact. These output contacts can be combined in either a series combination of NC contacts or parallel NO contacts to perform the OR function, and pilot a relay that opens the input to the timer on motion detected.

I prefer the parallel NO contacts piloting the relay because under no motion conditions the relay is not energized. This means the relay NC contacts are in series with the timer input. The relay is performing the logical NOT function.
