4 wire oven powered with 3 wire house source

I’ve always used existing 3 wire cable source for new ranges, dryers, ovens, just obey the directions with the neutral and ground. But today I just took time to consider the phrase on these new appliances…”connect to 3 wire house cable if local codes permit a 3 wire connection.” what local codes ? Does NEC address this? Thank you.
 
The NEC permits reusing a 3-wire connection. It is possible that a local code may only want a 4-wire connection.

Note in the 2023 NEC they re-worded 250.140 moving the exception to (B) and added a (B)(5) to broaden the exception for existing SE cable.
Now when you do a service upgrade and the panel becomes a sub panel (because you added a main disconnect outside or ATS or whatever) your no longer required to rewire SE cable range and dryer circuits.
Prior to the 2023 there is no exception for SE cable other than out of a service panel, which caught many generator installers by surprise.
