4 wire service and 3 wire appliance

Guys, anyone out there help me with a small problem as far as 4 wire service and existing
3 wire Range and Dryer. Does this fall into existing conditions on an old dwelling or do I have to convert the 3 wire to 4 wire for the Range and Dryer? I have changed a service that was inspected 10 years ago problem is it had 3 wire SE cable to a Main Breaker panel located 40 feet from meter on house exterior. We changed it to 200 amp with Main Disc on exterior ran 4 wire sub feeder to feed main lug panel in existing location of original MB panel.
Inspector said that we had to change the 3 wire to 4 wire for Range and Dryer which we did. I have done this many times in other areas and we did not have to change the existing wire is this part of A........having jurisdiction ?
 
Existing 3 wire can be used. It's allowable per NEC

Local codes may vary.

Here, nothing extra except upgraded bonding/grounding is required on a service change.

It was legal on the original install, however, IMO you made it illegal when you made the main panel a sub panel.
