4 wire to 3 wire service entrance cable

I have a supply of 4 4 4 3 service entrance cable provided to me. I've never done this before this way but without having to purchase new 4 4 3 for this 220v single phase service upgrade, can I use this wire? Bonded at meter for sure but can I bond them together outside the Wx head? Cut one off? Or tell the owner to purchase 4 4 3 wire? Thanks
