40 to 50 volt short

hi....hope you can help..i get a reading of 40 to 50 volts from the nutural and the unhooked ground..and the same reading from hot to the unhooked ground on 2 curits.if i kook up the grounds. no breakers kick.but. because of this short. i cant hook up the ground wire in the box because it ll kick my gfi.the gfi curit ground reads dead while unhooked like it sopost to.the rest of the ground wires read dead like there sopost to when unhooked from the buss bar just a 220 box 100 ampfeeding a regular house....i guess i have a nutural proublen somewhere.so what do i look for.....thank you so mush if you can help.driving me crazzy.....richard....
