400 A service with 4/0 alum feed

I need to complete the 2nd phase of a project started 3 yrs ago. Did a remodel on a house with a 400/320 A meter assembly with 2 200 A main breakers in 1 assembly. The project was intended to prepare for a 200 A service/breaker to the residence interior and an additional 200 A breaker for future for a swimming pool and maybe car chargers. Service requirements have changes as now we are into 2020 nec. FPL brought in 4/0 xhhw hots and a 2/0 neutral ( aluminum ). At the time, it was grounded with #3 thwn cu to a grounding plate, 2 # 6's to grounding rods and #6 to building steel. I'm sure I have to upgrade the gec and ground to the building steel.
Question is what size, based on 400 A wiring, the 4/0 aluminum feed, or the 250 mcm aluminum going to the interior panel ( shared conduit, upgraded 1 wire size ).
Will also need to add a couple of surge protectors ( outside meter center included a 200 A 8/16 panel, has room for a surge protector ) and a change to the original meter center. It was designed ( 3 yrs ago ) with 2 200 a breakers, one was installed to feed the house. Now the code has changed, the new meter center has a separate
compartment for each 200 A main breaker. I intend to use the one each of the existing 2 position load lugs at the meter can to add a new 200 A outdoor load center with a 200 A main allowing me to feed the pool equipment and allow for a future car charger or 2...

2 things to start with:

1- The POCO is not bound by the NEC, they can run whatever they want or, (pretty much), so if it’s on the poco side of the service point, it’s not your concern

2- Was the remodel permitted before? Is it still under the existing permit? If so, there is no need to upgrade. Projects are permitted based on the code in force at the time it was permitted. Now unless they allowed the permit to lapse or a new one is being issued, you may not need to upgrade anything.
 
Permit was closed in Jan 2024..
I'm not questioning what FPL did, just wondering what size GEC, wire size to ground rods & water pipe..
Do I base it on a 400 Amp residential service, allowing for future additions ?
