400 Amp Breaker & compression lugs

My master electrician said it was legal to put 2 4/0 under one compression lug. My problem is that it is a 400 amp breaker feeding a switch rack.I need to convince myself that this is correct. Can anybody help me find the answer to this question?
 
So this is an irreversible compression lug? I would like to see one that's listed for two conductors.
 
A little more info on what you are calling a 'compression lug'? And how it is applied to a 400a breaker - most have 'terminals' and yes it would be a rare bird to have terminals rated for two conductors of that size. (Some SqD breakers allowed 2 conductors for #14-#12 I beleive.)
 
Maybe I am misunderstanding something but I have seen many breakers rated for two conductors. Last one was for two 250s
All the ones of this type that I have seen have two holes - one per conductor. Are you thinking something different?

The information provided in the OP hinges upon the words "compression lug". Until we actually know what that means we'll only be guessing at the answer ad infinitum.
 
I was thinking of the lugs with the oval look to them that can take two conductors under one set screw
