400 Amp Meter Combo Load Center

I am installing a Square D Homeline (SU3040D400CB) 400 Amp meter/30-space combo load center on a detached garage. The unit ships with one 200 amp main breaker that feeds the built-in 30-space load center, and will also be feeding a 200 amp panel inside the garage. I will eventually add the secondary 200 amp main breaker to feed my house. My question is, since I'm feeding a 200 amp panel inside the garage in which the meter base combo panel is attached to, is it better to use a sub-feed lug like the HOML2225, or can I/should I use a 200 amp 2-pole circuit breaker like the HOM2200BB? It seems like I can find the breaker through certain retailers cheaper than the sub-feed lug kit, but is there a reason that the sub-feed lug kit would be a better option in my scenario?
 
What addition of the NEC is your area using? If its 2020 or 2023 this main service panel is not compliant.

I would suggest you work with your supply house instead of retailers for this type of equipment and accessories.
