Installing a 3 phase 120/208 volt 400 amp meter. Looking to come off and feed 2 - 200 amp main breaker panels. Is this a normal practice. I believe I have seen it done in a resisdential application?

Sure it's normal. Matter of fact, 3 phase at 400 amps is normally CT metered, so you've got plenty of lug holes in the CT can. You could probably hang a half-dozen panels off it with no problem. If you happen to be doing direct metering, the load side will typically only have a stud to accommodate the double-barrel mechanical lug of your choice.
