400 amp service

Installing a new service on a residential shop. The local REA installed a 400 amp meter with two - 200 amp breakers . Now this is one meter feeding dual breakers, the idea was dual 200 amp panels for building. 1 panel for apartment going to be build in building. 2nd for the shop use. Now the county code inspector said, I have to have a 400 amp disconnect in the building feeding the two - 200 amp panels. They want it parrelelled. But with the meter base having two separate 200 amp breakers, how can it be legal to tie into a single 400 amp disconnect. 240.8 says it's a no go. Someone explain a little bit, I'm open for an education. Need input
