I have a meter stack with 8 320 amp 3 phase meters It has fuse blocks and says 320 amp max.
Engineer has 400 amp JJN fuses listed for feeders Is this legal to do?

Class 320 meters are rated 320 continuous, 400 non continuous so up to 400A should be fine - unless for some reason the manufacturer rates these lower🤔
Yes, because your continuous load calculation should be no higher than 80% of 400 amp. Coincidentally that is 320 amp, hence the 320 amp continuous meter in a 400amp meterbase.
Unless your calculation puts you over 320 amp you will need to go to a full 400 amp service that utilizes CT metering.

I "320 amp continuous" does not mean "320A max fuses"
