An existing residential 400 amp service has two 200 amp FPE load centers each with their own 200 amp main circuit breaker. Can I replace the two FPE load centers with Homelite load centers?

Why would you think you couldn't do that? It is always compliant to change out a panel to another panel. The manufacturer does not matter as long as the panel is compliant and listed.

Sounds like he may be concerned that the original installation wasn't code compliant which it was. The new panels would each likely require a main.
