4000 amp service with 2 2000amp switch gears

Have used equip for new primary service. Question is , My switch gear consists of two 2000amp switches feeding a 4000 amp distribution center , can this be paralleled or does the Breaker distribution unit need to be split and fed individually?

Seemingly a violation of 240.8

240.8 Fuses or Circuit Breakers in Parallel. Fuses and circuit breakers shall be permitted to be connected in parallel where they are factory assembled in parallel and listed as a unit. Indvidual fuses, circuit breakers, or combinations thereof shall not otherwise be connected in parallel.

It wouldn’t work anyways would it?

Unless I’m thinking about it completely wrong or couldn’t you run the possibility of over loading one switch
