Marc..yes the meter they use is the reason.
For a full 400amp they go the CT route.

I can put a 3 or 4 hole lug in them, if I want to, and feed 3 or 4 panels.

Are meter cans allowed in readily accessible interiors, or must they always be outdoors?
My POCO (Southern CA Edison) must approve new panel locations.

In NYC it is rare to see a meter outside. They tend to be installed in the basements of homes.

I suppose that depends on your power company. I've had to have an LED make a visit when I'm faced with a dilemma. We can usually figure something out. I have one install where all the meters were in a dedicated room on the third floor of the building. Just a weatherhead sticking out through the wall.
