400HZ converters mounted in an aircraft hangar need to follow 513.10(C)(1) correct? Measured from he BOTTOM of the equipment, it shall be no less than 18" above floor. Plain and simple to me. Not measured from where electrical components start inside the cabinet, right? I'm having a disagreement with co-worker on where the measurement is taken from. He says you measure from the bottom of the door and I say you measure from the bottom of the cabinet. His thinking is that the electrical equipment doesn't start from the bottom cabinet but when you open the door that's where the electrical equipment starts. I say he is wrong. What do you guys think?

To me it says electrical equipment and fixed wiring will be at least 18 inches above floor level.
I vote 18 inches to the outside bottom of the cabinet.
