404.2(C) is difficult to interpret fully.

I hope the NEC Handbook explains this one. Exception 1. is missing the phrase "does not" I believe, and Exception 2. is difficult to comprehend.
 
Where do you believe "does not" belongs in Exception condition (1)? To me it is understandable and does not need a "does not" anywhere. The condition, in simplistic terms, is that there must be enough room left in the raceway(s) to the switch box to pull in a neutral when it is needed.

Exception condition (2) essentially says you don't have to run the neutral condutor to the box provided it can be fished or otherwise installed later without removal of any intended-to-be-permanent finished surface.
