would an office building require tamper proof receptacles for example a AAA office open to public with waiting room.

IMO all the desk areas would not require tamperproof but possibly waiting area would????

That confused me I thought that was for medical facilities, as you can see it starts out with business offices mentions several areas and refers to medical and dental offices and outpatient facilities

I also don't believe it qualifies as assembly occupancy from 518.2 but I guess I could be wrong

I believe you are correct. An AAA waiting probably would not need TR. I think that is worded strangely-- It states business offices so I assumed all business areas. Why worry, the cost is not that much different is it?

I thought the idea is to protect kids from playing with the receptacles so I am not sure why that area doesn't require it as people could be there with their children.

I agree odd wording maybe these type outlets should just be everywhere

The way the code is written it would not require it as its not a medical office or clinic etc. I would still install it to protect kids as I feel that is the intent of taperproof receptacles
