406.12 Tamper Resistant Receptacles

We just got this job at a college where they are renovating classrooms and adding a fitness center to one of their buildings. None of the receptacles are shown as Tamper Resistant in these areas. Shouldn't the receptacles in the classroom be tamper resistant per 406.12(4) "Education Facilities", and shouldn't the receptacles be tamper resistant in the fitness area per 406.12(6)? I mentioned it to the engineer, but he disagrees with me. It would be great to hit him with a change order if the inspector calls us out on it..

I would ask the question in the way of an email or some method that provides a paper trail.
The specs probably have some wording say you are responsible for all applicable codes.

I would consider a college classroom to be within an education facility.
