406.4(D)(2)(b) says I can replace a two prong outlet with a GFCI. Can I replace a old two prong outlet in a bathroom with a GFCI? It does not say that exactly and am working on a home inspectors report for a realtor.

Yes, the replacement is the same for locations that actually require GFCI protection.

Each such receptacle needs to be GFCI protected, not necessarily GFCI receptacles. Also remember to NOT connect any EGC to such replacements, so one malfunctioning device does not energize another.
