Wonder why they would even make a "hood" non extra duty for wet locations, then:?

Because at one time extra duty was not required and those designs are still in the distribution pipeline?
They were originally purchased because they were less expensive or easier to use.

"Extra duty" just means it will break off/crack/snap the second time you use it instead of the first.

I think all of the bubble covers or hoods are heavy duty now

The non-extra duty covers are permitted in damp locations.
I haven't checked lately, but I thought the plastic ones were not "extra heavy duty", while most of the metal ones were??

Some plastic ones are extra duty, but not all. Not sure about metal ones, too lazy to look at the moment.

I guess I should have said all the ones my supplier sells are heavy duty and they are plastic ones also
