Can someone give me a real life scenario of when this section would be enforceable.(pictures would be great)

I have went round and round with peers, inspectors, ect. about the fact that this section is clearly talking about snap switches, not circuit breakers.

That's funny, cause the heading for that section (408.36) is Overcurrent Protection.

got your handbook handy? if you do read the commentary following 408.36(A), thats the funny part.
 
There were old plug fuse panels that had snap switches in series with the fuse. This allowed you to shut off the circuit with removing the fuse or to replace the fuse without the fuse holder being energized. The snap switch is actually installed within the fuse panel. That's why this falls under the Article of panelboards.

Those are breakers in that panel. It was put on the market shortly after a Bussmann rep submitted the proposals that resulted in sections 700.27 and 701.18 being added to the 2005 code. One point that they made is that if the breaker trips you know it was an overload and if the fuse blows you know that there was a short circuit or gound fault.
