Is 410. 130 G saying that each individual fixture in a commercial setting needs a disco or can the switch controlling more than one fixture be compliant. TIA

The way I read it barring any exceptions, yes each individual fixture needs a disco if the lamps are double ended and use a ballast.

There are provisions in that rule that would permit a single disconnect to be used for more than one light fixture. There are arrangements where the normal wall switch could serve as the required disconnect.
