I'm doing a house with closet lights already roughed in for a fluorescent light strip above the door, the problem is that the carpenters installed shelving all the way to the top of the closet, and the shelving is 18" to 20" deep, but its adjustable, so, the question is, can I (A) fix the top shelve to meet the required spacing, or (B) make the top shelf a 12" shelf and still fix it and still meet my spacing requirement.

I would really like opinions on option (B) can I change shelving depth or do I need to use the largest depth that is installed?

Opinion is all that I can offer. If the shelf is adjustable I would say you must use the maximum adjustment to determine placement of the lights.

After rereading the section a few more times, looks like the adjustable shelves is the least of my worries, since I have to use 12 min or the depth of the shelf... this is going to be a problem, and hopefully not mine...

It really stinks because we always look like the bad guys when we tell the Ho that they can not have a light in their clothes closet.

It depends on the size of the closet whether or not a light is legal to install in one. Read art. 410.8

You should have said:
