411 question

411.5(A) - Grounding - Secondary circuits shall not be grounded.

Someone asked the question today and I couldn't answer it - 'why don't you ground the seconary circuits?'

Anyone know why? Your feedback is appreciated.

I assume it is reducd the probabiliy of arcing from condcutors.
The 30 volts poses little "shock" hazard. If neither condcutor is grounded, then the only arcing would be from both conductors getting together.
But that is an assumption.
