4160 inside

I was just told to install individual, pole type 15KV oil-switchesfor 4160V lines, (which had to break out of the conduit) electricly controlled inside a steelmill. They were 9' from the floor to the top of the insulator & maybe 3' from an adjacent roof of a locker room. This type of oil-switch has bushings on top with terminals on them. At 10' were 480 volt 3 phase lines. This was behind equipment that was accessable to all.
To me this was a violation of nec 110.31(B)1 & 300.37
WE were to install this per NEC per thier Insurance Co.

In a steel mill there is no violations of the NEC.

Steel mill operators do anything they want, to get the product out of the mill.

OSHA is the only organization that has any clout.

I have worked for both Kaiser Steel and Bethleham.
