4160 Volt termination kits??

So I was in on some scheduled maintenance of our medium voltage gear on campus. In opening up cubicles and switches I noticed several of the stress cones that terminate the individual conductors had some black goo oozing out from under the cold shrink itself. There is a black goo that looks like it is from the original stress cone kit - I took a couple pics just to show the big boss's ( can't seem to upload them right now) Coming out right where the earthing jumper comes out from the cold shrink tube -

My question is - is this normal?? - this gear is in a pretty clean atmosphere and pretty lightly loaded - just would like to know what I'm up against here or if I need to get my local medium voltage crew here to cut and re-term these guys??

To me it looks like some type of sealant that was inside the shrink that came out when it was installed.
 
Thanks guys...the intent with this now is to schedule a downtime and cut these off, and put new kits on...I'm wondering if this is really 100% necessary - it'll be a huge pain trying to schedule a downtime - really would like to put this behind me but - any more insight on this guys???
