4160v Conduit Requirments?

I am a construction Manager with a electrical background spinning my wheels dealing with an electrical engineer. Engineer has already said we can splice and tap from one 4160 volt transformer to feed another transformer in 4" conduit. The engineer is dead set on making us install conduit under ground and we feel that we should be able to install it in GRC directly between termination points. Can anyone provide a code reference that will support either the engineer or the management team? Work is within a facility that maintains critical operations and we are trying to minimize impacts.

Grc is fine so is cabletray. Why not go underground, more money and he is impacting operations. Who owns the engineering, plant or you? If plant take the money and run, oh you will use pipe underground or direct burial cable?
