4160V Y Uitility Service Feeding a 4160V Delta Switchgear

I am designing a service in Dallas, TX for a 4160V amonia compressor that was pre-purchased used with the 5KV starter and main switch. The main switch was wired for a delta 4160V service. The gear has no neutral bus. Because of relay coordination the local utility company is providing a 4160V Y service. I end up with 4 wire on a 3 wire system. How do I handle the neutral. Do I ground it at the pole. From the pole do I run a neutral conductor at 5 KV or to I look at it as a ground and provide a 600V conductor?
 
For grounded systems over 1kV, a grounded neutral conductor run to the service disconnecting means is not required, as in 1kV or less systems, unless there are line-to-neutral loads.
