What is the latest rule concerning how many spaces you can fill a panel until you are using the maximum space?
Who would do something like that? While the 42 space limit has been removed you still must follow the listing on the panel. You can not put more breakers in than indicated on the label of the panel.

unless you change it to another number that suits you better.
I had read somewhere that there is some chance the manufacturers might supply new labels for old panels, but there is some kind of issue with UL on this.
You can always use "cheater breakers" (the ones for replacement use in non-CTL panels).:grin:Changing the label would not help much. The buss bar is designed to only accept CTL tandem breakers in certain locations.
