422.31 Appliance < 300VA

How would you comply with 422.31(A) for a bathroom hand dryer? Lockable circuit breaker or switch on the wall? I tried looking on older threads about 422.31, but I couldn't find anything that would help.

Its considered an appliance and falls under 422.31. Granted whether or not if it has heat will change its VA rating and change which section you need to follow, but in our case there is not heat so we fall in section A.
