Does NEC 424.19 applies to fan power box with electric heat to serve the space?

424.1 scope

"This article covers fixed electric equipment used for space heating...
This article shall not apply to process heating and room air conditioning."

Can we consider above fan power box as part of "room air conditioning"?

Got, although the operating description is many pages in.
It is a box with controlled fan that goes at a room outlet of a central air system (potentially both heating and cooling).
It can provide constant or controlled air flow independent of the state of the central fan and temperature system.

In your case I would say it is definitely not "room air conditioning" although it may be that part of a central air system that feeds air into a room.
And the heating part appears to be both fixed and local to a space as well as being part of a central system.
It is not exempted from the section you cite.

The energy code interactions appear to be quite intriguing. Have you seen these beasts Fulthrotl (not part of lighting system of course)?

I think they need to think about the use of the words "room air conditioning" as without further definition for space heating is a form of room air conditioning. Many think air conditioning is cooling methods but common definitions of "air" and "conditioning" don't exactly mean cooling only.

That said if it has electric heater in it and is used to condition a room or rooms - it is electric space heating, even if it also has cooling features included in the unit.
