430.109 (F) or 400.7 (B)

We have a facility that is being built to refine a new process to make wood pellets. Since we are always moving and changing things we have our motor on cords (3 phase 480V). We have cord drops with HP rated twist lock cord caps. The inspector is saying we need to have a mounted receptacle because this installation is a 400.7(B). But we are also using it as a disconnect also 430.109 (F). if it is a 430.109 (F) we can use male & female twist lock cord caps. Does anyone know how to resolve this conflict. Any help would be greatly appreciated.
 
Are your cord drops pendants from the ceiling or are you dropping the cord out of a box on the wall where you could easily place a receptacle?

Pendants are not one of the conditions of 400.7(B).

430.109 (F) does not mention cord connectors specifically but does use the word receptacle.

430.109(F) requires a receptacle and an attachment plug. The definition of receptacle says that it is a device installed at an outlet. Now the question is, "is the load end of the cord an outlet".

It is my opinion that the outlet is where the supply end of the cord is connected to the building wiring system and the installation does not comply with 430.9(F).

Why is the drop cord not part of the branch circuit?
