450.21 Dry transformers indoor: Combustible material included wood cabinet ?

I have a question regarding a 45KVA transformer installed near a wood cabinet, also I didn't see that NEC required a working space rule for 45 KVA transformers. please see picture for better idea,

450.21 Dry-Type Transformers Installed Indoors.
(A) Not over 112 1⁄2 kVA. Dry-type transformers installed
indoors and rated 112 1⁄2 kVA or less shall have a separation
of at least 300 mm (12 in.) from combustible material unless
separated from the combustible material by a fire resistant,
heat-insulated barrier.
Exception: This rule shall not apply to transformers rated
for 600 volts, nominal, or less that are completely enclosed,
with or without ventilating openings.

Located on front of a cabinet, left side is 3" from cabinet. transformer front cover can be removed without having to move the transformer. Please Help me.

I think you answered your own question. The transformer is less than 12" from combustible materiel, violation IMHO.

The sink does not matter to the install.

As far as as working space, I do not think, other than the transformer being accessible, that the clearances in 110.26 apply; however, that is an AHJ call.

is this a completely enclosed transformer?
