Looking at 450.3(B) could it be argued that primary only protection will be used when applied with
240.4 (F)??

Keep in mind that 450 is concerned with protecting the transformer and 240 with conductor protection.
450 gives you a choice to protect the transformer by primary protection only or by increased primary protection with adequate secondary protection.
That said, 240.4(F) would come into play for conductor protection when you elect to use primary only protection for transf.
