45KVA 480VAC Isolation XMFR on rubber wheels.

I have crossed paths with a 3 phase 45KVA 480VAC Isolation XMFR on rubber wheels. I'm not sure what to make of this install and use of a transformer. I'm concerned about the electrical shock potential. I might guess its not unlike a welder, another transformer on wheels. I've looked over Articles 450 and 250 and believe this install can be on wheels but may require a grounding rod to be driven. There are no specific details for a portable transformer. Any thoughts would be helpful.

This may not help, but I can tell you we've got transformers on wheels all over the place here. They plug the transformer into whatever higher voltage is available around the plant (it's either 480 V or 600 V depending on where you're at) and they the transformer gives them 120 V standard receptacles.

The transformer is being used for isolation 480 delta to 480 wye. It is connected via SO cord at both ends with cord caps each end.
