Question, when we use easypower or SKM doing power system study. If utility company provide 265/460 Volt service. Do we use 277/480V or 265/460V in the study?

460/265V is not a standard Distribution Voltage per ANSI / IEEE. 480V is the standard for distribution, 460V is the Utilization Voltage standard, to which motors are designed for, EXPECTING a voltage drop from the distribution transformer to the motor terminals. This is a VERY common misconception, especially for people not familar with our standards, because they see motor nameplates that say 460V, so they assume that's what we deliver. I would be double checking that information from the utility company by g=getting the info direct from the horse's mouth.
