480 bucket

Is a 480 bucket considered de-energized if the bucket disc. is off but the top of the disc. is still hot? If not were is the osha rule stating this?

Still hot, look at the definitions of Live Parts in OSHA or NFPA 70E.

The bucket itself is not de-energized in terms of working within the bucket on a power monitor, fuses, etc. The equipment that it's feeding would be de-energized, but note that under current 70E rules you have to open up the downstream equipment and verify that it's dead with a meter. Try-lock-try doesn't work anymore.
