oui ( yes ) 450.13 (b) dry transfomer 600 volts or less and NOT exceeding 50 KVA shall be permitted in fire resistant hollow space of bulding not permanently closed in by structure and provied they meet the ventitlation requrements of sec 450.9 transfomer so installed shall not be required to be readily accessible .
so yes you can install it in the layin ceilings as long have some kind of vent around it
