accoriding to 250.118 the EMT conduit can be used as EGC if thats the case then the neutral should be isolated from the grounding lug just like it normally would be.Thanks for the help.
 
Yes, in a subpanel the neutral and EG conductors must be separate from each other so that the neutral current does travel on the EGC also. A connection downstream of the bonding jumper at the service would cause the neutral and EGC to be in parallel which in this case is not permitted.
