480 volt sub panel

I have taken on a job where the past electrican did not pull a grounding conductor with the other conductors in conduit. 3 phase and a neutral.I was thinking that the sub will not have any 277 volt loads can I use the neutral as the grounding conductor and not carry the neutral across.

as Bob says, if the wiring method is an approved metallic system, there is no reason not to leave it as it is. In direct answer to your question, yes, it is possible for you to change that conductor to an equipment grounding conductor PROVIDED it is of adequate size, is properly identifed, and terminated properly at both ends.
 
For what is allowed as far as using a metallic raceway as an EGC read 250.118

if you say that the other contractor did not pull a 5 wire to this panel, to meet code it would have to be wired this way.
three hots
one neutral
the conduit would have to be metel.

install the three hot wires. put the neutral on the neutral bar. install a ground bar. your neutrals will have to be seperated from the grounding conductor.now your conduit is your grounding path back to your service equipment.

Changing your neutral to a ground would actually hurt you code-wise.
Your panel is rated 480/277 if it has a neutral buss.
You are required to have a neutral in this case.

The system feeding this panel must be 480Y/277 3PH 4W, the circuit feeding the panel can be 480V 3PH 3W.
