480 volt sump pump in an elevator shaft

Can a be 480 volt be used in an elevator shaft? 620.3 seems to not allow it but then is a sump pump in a shaft covered by 620? :rant:

They don't call out sump pumps and pits but I would think it is covered under "functionally associated equipment"
