480V and 4160V controls

What part of the code would apply to motor control wiring that is at 4160V? I know that most controls are covered by article 725, but this article only applies up to 600V.
 
My specific issue is that I've got temporary overhead 480V and 4160V control cables installed on a jobsite and I can't find any vertical clearance requirements for the cables above walkways. I find it odd that NEC would have clearance requirements for services, branches, and feeders, but would ignore controls even if they were 480V and 4160V.
 
Are you saying you have 480 and 4160 control voltages? Or do you mean you have the motor controls for 480 & 4160 equipment located remotely from the starters? There is clearance codes for equipment that may need to be worked on energized.
